I think the point of that 'legendary super saiyan" mutation (dunno how it's being spun currently) is that it's overwhelming, uncontrollable power. So it's okay for Broly to be "The strongest" because the fact that he has no control makes him a liability and in some ways the weakest. Think through the next arcs, based how the movie ends, he'll be training to learn how to control that power.

Personally, I think they did Gogeta Blue...solely because of Vegito Blue. Even during the noncanon, Gogeta went super saiyan on Janemba that was enough (granted the power levels from then and now are vastly different). There was no super saiyan 2 or 3. Because of Vegito going blue against Zamasu, I think they needed to make Broly look like he was on Godlike timing, which I mean...he was. That and the fact the producers said f**k it and gave us Gogeta Blue, which I'm not made with either.

The scene changes do make sense. The power scaling does make sense. The Tournament of Power...UI Goku and Jiren surpassed the limitations of time and space. So it makes sense that 2 SSB fused after the tournament could do the same. Broly was born with the same power level of 10,000.....full powered Goku while fighting Vegeta on Earth the first time was that. Plus we've seen with Gohan vs Raditz, Nappa, Vegeta, Frieza and Cell where his dormant powers overpowered the enemy. Gohan pushed back 2nd form Frieza with a ki blast and first form Frieza was over a million. So certain sayians, like Kale, have more power when they lose control of themselves. The original Legendary SS story was the Saiyan's power was so much he destroyed himself. So the movie does make sense. One minute they are fighting around snow and ice, and then after Broly launched a massive ki ball at Goku, the ice and snow melted due to the lava and things turned extra rocky when Broly turned SS and blasted the entire area. The desert like scene after the dimension fight was simply the same snowy place but no snow because the pressure and destruction from the fight blew it away or melted it.

I think the balance with Broly being this strong is that he needs to go totally beserk to get this strong. He can't tell friend from foe and is liable to accidentally smoke the whole planet if left unchecked. He doesn't know how to power up without losing it, so he's kept in check by the fact that he's too dangerous to use atm.

I think the whole movie kept making it a point that it's too much power for Broly and that's why he goes insane. If that's not a limitation then I don't know what is fam. Sure he can get stronger but then he just attacks anyone even the good guys. For the next 2 arcs after the broly arc, he is still on that planet he came from and then, as we see in Super Hero, he shows back up on Beerus's planet. After the events of the movie, the manga talks about how even just simply sparring makes him lose control and its happened off screen, let alone whenever Broly tries going super saiyan. He is definitely powerful but he is also still way too dangerous.

The power limit worked like this the more energy/ power the fusion uses or Possesses shortens down the time limit for reference. The fusions are a whole different person. Made from the sum of both their parts. Also the anime mentions multiple times that the saiyans love of battle causes them to slowly work up to their max form. They intentionally hold back to size their fights up. Frieza does so because his gold form burns stamina incredibly fast. Also kioken doesn't just drain stamina it takes a physical toll on the body as well. Goku didn't use kioken when he went super saiyan cause the toll on his body wasn't worth it. Super saiyan also strengthens based on your strength level. It's not just a base level everyone's hits when they transform.
