Actually, I think she could wipeout entire of dimension. But of course Ginnie could not use Wishes power by their own. There have to be someone Wish for it. Which in this case, Shantae give the wish to the Mayor.

five things to think on one: shantae's under age - only 16. so all the guys - calm down two: the hair has to be some kind of symbiotic parasite or life form. look how it moves, like its got a mind of its own when she simply sways back and forth. three: the material in their universe is either realllllllllllly weak compared to ours. like, their tanks are made out of plastic. or magic is a force that can alter things and weaken their atomic structure. if it can be weaponized, its only a matter of time before human kind wages war with it as their tool. like a nuke, but slightly unpredictable. after all, as the law says: matter cannot be created or destroyed four - important if your a fan of the shantae games backstory: the following tech has been observed in my playthrough of this games sequel (Which is roughly not even a month after the events of this game): generator (gasoline?), targeting data chips, hard drives, all pretty advanced computer tech. air ships with cannons, flame turrets, and telsa coils of some kind. my theory is SOMETHING happened to their world to reduce their immediate numbers and with it, the knowledge of various things. perhaps it took the fallout route, and the war between the pirate master and the genies killed the bulk of the population, leaving the survivors with little knowledge on how to use the tech that was left lying around. case in point, in half genie hero, mimic says he found schematics for a bicycle....a fucking bicycle. perhaps each group unearths and re-learns different tech according to what they want to use it for. peace for civilians, war machines for ammo baron. and finally, five - very important if you like seeing new shantae games. listen to what the pirate master said "you cannot destroy me". didnt it take all the combined power of the genies to seal him away? what good would a half genie do? at the most she weakened him again. magic seems alot like day and night. as long as there is light, there will be shadow - he's still out there
