I will reiterate the same which many in comment section have already tried. The whole of India was always in Pakistan's range of shaheen missile, so India is no reason. Its pure an simple, Pakistan's proliferation record is questionable and Iran despite differences is a neighbour of Pakistan and adversary of Isreal. Now as admitted Pakistan is know to curry favours for money, so a stray chance for Iran does exist where they can offer something that Pakistan dearly want, including territory as after fall of gaza, lebnon, Syria, there is no other adversary left for Iran. Pakistan’s obsession against India has no realistic foundation. India will never attack Pakistan first. 2. India doesn’t need to ise Agni 5 MIRV capable missile against Pakistan. It has a range of 8000 and above. India understates it’s range will fully. India’s capabilities are aimed at China’s expansionist aggression. Pakistan is never the topic of our strategy. Pakistan needs to accept this that India is far out of Pakistan’s league in every domain. 3. US is fine with Pakistan’s capabilities that threaten India but if Pakistan gains ICBMs it’ll be a threat to Israel, and given the fact that Pakistan will break into 4 or more pieces before the end of this decade, the powerful Islamic Terrorist factions can gain control of these ICBMs and nukes which poses a threat to the existence of Israel and other US interests in West Asia. 4. Pakistan has more than enough capabilities to attack any part of India. ICBMs are not needed for that. 5. For west, Pakistan has always had only the nuisance value, a mad dog to keep India under threat, like China has a mad dog North Korea to keep South Korea and Japan under threat. It also allows and validates US to maintain heavy military presence in these areas. Thus, it works both ways.
