I think the 'mistake' is more in regards to how the mistake happened, and because it's a mistake that technically only happens on linux machines due to chmod commands (maybe unix too, not sure), it is just being called a 'linux mistake', because it's not innaccurate, it just needs some context to understand better. Sidenote: If chmod is used in other OS's other than Linux by default and not as an additional functionality like adding linux to windows for example, then I am not aware of that. Hence the unix bit earlier. That said, technically this mistake can be done on any OS, it just will require different commands/options be selected, etc. They essentially just didn't properly lock up the permissions of read and write and execute. Which can happen on any OS. But chmod as I understand, is mostly a linux thing.

So it's possibly also filesystem dependent rather than shell dependent, but the shell typically provides an interface to using stuff like chmod. The reason I say this is the linux kernel (at the very least) provides syscalls (i.e. kernel functions which programs can call) for chown, chmod, etc. my level of experience is: can install arch with a little help from the wiki, can install a few other distros in a similar fashion (all from the tty ofc). I've also been programming in C for several years, among other languages.
