I don't think taking the villains' Pokemon counts as stealing, when the entire game is set in a completely different version of the Pokemon world that doesn't even have Pokeballs. I didn't play the Ranger games myself, but that's what it seems like to me. I think she is just freeing them from their control.

Well the different way of capturing pokemon as a ranger was als portrayed in the anime when the rangers caught pokemon , not to mention they caught a heatran with this, rangers only catch pokemon to assist them and then they release them so yeah
