Having known greatness (Roger) and seen how it ends (Loguetown) probably made Buggy not even want to try to strive for anything anymore and just settle for playing the game in easy mode from then on (East Blue) until Luffy came in and literally kick-started him back up. In retrospective, I really like the scene in which Buggy decides to chase Luffy into the Grand Line, because it show an excitement from clown that we now know it had long since gone out of his life.

Buggy is similar to most people IRL. As a child, you have so much potential, but by periodically avoiding challenging yourself, you end up sacrificing that potential in exchange for a mediocre life. However, Buggy encountered an opportunity/excuse in Luffy to restart his pirate career, and by pushing himself just a little bit (Plus a lot of luck), he managed to salvage a bit of his potential. That can be true for you as well. Get out there and challenge yourself. Be uncomfortable and fight through the drudgery of everyday life. Learn a trade, and start working your way up. If you just start to walk forward and keep taking one more step, then in a few years, your life can be dramatically better than it is right now. All of us are Buggy in our failures, but if we strive to move forward, we can be like Buggy in our successes.

Buggy is, by definition, the most stereotypical pirate in One Piece. He cares about finding treasure above everything else, was willing to kill his crew mates (the closest thing we’ve seen to walking the plank), and took advantage of helpless towns. Things only went downhill for him when he met Luffy. It just shows Oda’s mindset in creating this story, because the most stereotypical pirate is a literal clown

Has anyone noticed that when he killed a crew are, they talk about his red nose. It feels like he is very cautious about his true identity. As we have seen no one but him have a nose like this and his character is meant to be a clown. An comedic ACTOR. If you view the flashbacks as the character’s interpretation of said flashback then it can fix those inconsistencies you speak of if you view the initial flashback as how Buggy remembers it then it becomes skewed to how Buggy is now and if you view the recent flashback as Oden’s retrospective outside view of Shanks and Buggy’s relationship it becomes more honest and more of a rilvalry

I'm only 31, I can't imagine being 37 and having to cooperate with a 17 year old to escape a prison. There is a good reason that Buggy doesn't believe in Mugiwara's bullshit, he's a literal child in his eyes. I think you hit the nail on the head with Buggy adopting negativity due to trauma. PTSD, depression, mania, binging, using humor to hide your pain, these are all things real people experience. Having terrible self image from his red nose since a young age can't help. Of course he wouldn't want to take on the World Government, or the Marines, or the Yonko, or the Warlords. And he never really learned how to be a good leader or pirate: all he had to go on was Roger using charisma and the rest of the crew having raw strength. He couldn't even swim, you think he wants to engage in ship to ship combat? All he can is act out the traumas inflicted on his crew by Rocks, Shiki, and the Marines onto others. That's all he knows. Let's be honest: the real failure here is on Silvers Rayleigh. However much they may have wanted to split up to avoid being captured by the Marines, Rayleigh should have taken responsibility for finding Shanks and Buggy proper education and care. It's clear that they haven't exactly invented therapy or psychiatry in the One Piece world, but they at least invented parenting. An adult leaving children to fend for themselves...what was Rayleigh thinking??

Well, there's not much reason for Buggy to hate Shanks over that devil fruit unless it did something to make Buggy's life less enjoyable. Considering it's one of the best fruits we've ever seen, it does make some sense if he's actually super competent. I like to think that buggy was actually strong but is now weak do to a lack of actually trying to get stronger. He had to have been strong to survive on rogers crew in its prime and fight the crew of other powerful pirates in their prime. But after Rogers death he sorta gave up and stopped pushing himself. I honestly think that if buggy were to be motivated enough he could regain his former strength and then some and if that happens he could be one of the biggest threats in the one piece world. p.s. don't start some big argument over this please. Some people just won the DF lottery and the better DF you had the better your chances to win a fight. The pinnacle fruit users are paramecias pre-timeskip. Whitebeards DF is powerful, because... giant tsunamis arent a joke in a waterworld... So Moria started to max out his own DF neglecting himself, and to disregard to build a crew because he didn't wanted to lose another crew. (he seems edgy and gothic, but truly he is pretty emo and had a lot of friends... XD ) Then we got the haki system, and found out even scrubs like Batman have armanent haki, and the 3 admirals not only won the logia lottery, but even have master haki, since it was mentioned that vice-admirals need at least 2 haki on advanced level... So haki is pretty mixed, because it can retrospectively explain things, but the same time power creep can be a stretch too... Which brings back to Aarlong, Buggy, Don Krieg, etc... They weren't weak, in fact Luffy was relative strong at the start and the powerprogression is minuscule. Not as Arabasta Luffy is 30x stronger than Aarlong Park Luffy. Wouldnt even make sense, since Aarlong was a royal guard on fishman island. Quite unlikely he "downleveled" himself. He just decided to go for easy life. "damn... I cant be a big fish in the Grand line, because either an emperor, or some marine Admiral will kick me in the face. I just go the the end of the world bullying a small town and enjoy life..."

I feel you're forgetting about some people when you say there are no other cases of backwards progression in OP. Arlong was born in the Grand Line and was part of the Sun Pirates for a longtime but then he got beaten so bad by Jimbei he had to go extort villages in the East Blue to feel like a threat again. Crocodile was implied to have been a New World veteran who presumably had big dreams until he Whitebeard took him down. Then he went to go find a weapon all the way back in Paradise because he lost faith in himself and got beaten up as logia type by some kid without haki.

I think the reason Buggy doesn't remember most of his past is because he has PTSD from watching Roger die and losing his entire 'family'. So trying to remember makes him either angry/incompetent or fly into psychosis. We all deal with loss in weird ways.

I would look at it from a writer's perspective. I think Buggy was originally planned as some form of rival to Luffy. He had the complete opposite view of what piracy was about, had a DF that made him more or less invulnerable to certain weapons and followed him to the Grand Line. I assume that at some point, Oda decided that a rival in the sense of a typical Shounen doesn't make much sense with them going from island to island which is why he dropped the idea. But he liked him enough that he kept him around focusing more on his backstory.

I would say buggy's true bounty would be about 200 million berries and he's as strong or a little before caribou. He's behind others in his group because he is a coward but isn't actually weak. Luffy was just overpowered in early one piece when he met buggy and buggy likes to stay low and not attract attention
