This allows to hire up to 3 migrants for same salary, while putting the difference into employers pocket. Employer in this case is a person hired by municipal officials and salaries are provided from city budget. Any case of corruption is parried by - do you want 1937 to repeat? Thus criminals are not punished, unless they are common folk, and genius mr.placeholder Medvedev decriminalized economic crimes, which makes corruption almost legal.
