OK...I speak fluent Swahili though I am not Tanzanian: The Tanzanian speaker Hon. Ann Makinda ruled that according to the Tanzanian standing order a motion has to be presented before the speaker 14 days before discussion in parliament. This followed the a move by Hon. Zitto Kabwe, a member of the parliament, attempting to get 70 members of parliament to affix their signatures to a motion of no confidence on the Prime Minister.... there is more to the video I cant explain it in 500 characters
