I think this is a really good topic and framing, and I think you both made some really good points. The one thing that I would add is that I've always thought of the green spots as being powerful but negative tempo - going to get your council seat frequently costs you persuasion from the cards you use to get there, for example. But if you can go there and get a draw, you can frequently get a tsmf the turn you go there. Which makes that spy post even better. The list of goodness for that post: you guarantee access to SM, or if you have SM, you can keep the spy there to make sure your opponents can only get SM one at a time, you can guarantee access to privilege or get double draw from privilege, or you can draw the turn you take council. One of the very best spy posts in the mid and late game! The assembly hall post isn't as good, but if you're going for tsmf, having a spy there to pull when you go assembly can also facilitate that.

Agree! Although I do see people put their spy on Assembly Hall probably because it's less likely to be blocked and can guarantee +2 (or +3) if you have your deck trimmed right.
