This explains why only domestic governments can make best policies for their state however good foreign or alien policies may sound on paper, as the domestic government is the one that knows the ground reality. One of the biggest mistakes which countries like India, China avoided was they didn't fell for western demands until it truely benefitted their national interest.

Shrilanka has domestically elected government, that means their policies debacle is the will of its people. Small countries don't have know how or expertise or room for experimentation, thus they have high probability of failure.
