He came up with Joe after 33 years not 43 years. It was Tom Paris who said to the Doctor at the reunion party in the final episode of Endgame, it took you 33 years to come up with Joe.

Fab sense of show time humor and cross timeline cultural connectivity with other genre's a great big party. voyager was boring but it had good production quality. It holds up really well on dvd.
