Because she's impersonating Sofia Vergara. It's for a joke about the miscasting. The real Sofia Vergara may be problematic. But why aren't their more people with foreign accents in the Star Wars universe anyway. Yes, I know this takes place on a galaxy far far away but after all that galaxy is replete with people with Brit and a few American accents, but no others, even if we are supposed to be watching translations. Maybe the Evil Empire villains could have Russian (sorry Russkies, I know you are mostly really nice people, but considering Russia's current despotism), Iranian (again apologies to nice Iranian citizens, not their government; I've had a couple of Iranian friends), Chinese (ditto) and Korean (North) accents. And don't get me started on our homegrown alt-righters (in states one of which I was born in).

Kawaii but Psycho It relates to the character she played in the movie Aloha. The character's name is Allison Ng, and she's meant to be of one quarter Chinese and one quarter Hawaiian descent. Now Emma is of mixed descent, Swedish, Pennsylvania Dutch (German), English, Scottish and Irish. But no Chinese or Hawaiia. So casting her raised the issue of whitewashing in Hollywood.
