Make sure that you have the right cluster, there are two types of clusters (CE1 1984-1989) and (CE2 1990-1992) your Jetta needs the older one with two connectors (CE1), the newer type (CE2) has only one connector plug and is incompatible.

I had the same start issue on my 1982 1.5 auto golf , the engine cooks the starter because its right next to each other. By passed with a relay and a heat jacket on the starter sorted the problem
