It has much more to do with parenting and the lack of exposure coming up and it's in many professional fields across the board. Not just special forces. Obstacles were more prevalent back then because racism was more overt and out there. Now when a minority young person looks to step into something that's usually dominated by white people, they have to listen to grown people tell them that only white people do that stuff. Over time, this is an issue that's best resolved by the internet and a generation that's more open minded and able to get our offsprings the resources and connect them with the right people instead of blowing them off like previous generations done. It's not genetics. It's not racist laws. It's simply lack of exposure which is why it's important for young minorities to see people who look like them in those positions. There's no shortage of minority athletes and entertainers being shoved in our faces so that's what people gravitate to the most. That's a whole other topic that relates to media but still tie in to why minorities aren't interested in many fields that whites dominate in.
