You should grind the sprinkles, use a little less oil, and moderate the flour. The ground sprinkles act as powder sugar and can absorb moisture

Just smoke a joint and eat the sprinkles with a spoon. If you have to use the flour just spread it on the table and draw pictures in it with your fingertip.

Flour and water tortillas with sprinkles mixed into the batter. Nothing extra. Done.

Or, Stuff crushed sprinkles and sugar inside a flour-water dough balls. Roll the dough lightly, pan fry with oil.

If you have a blender or food processor, maybe you could blitz up the sprinkles before adding them in, to make a more "sugar-like" product? Then you could use more of them and make the cookies sweeter.

I was thinking blend up the sprinkles to make a sweetener then add that to flour add water and make pancakes.

frankie add some other things and you can basically make milk bar's birthday cake crumb (flour oil sprinkles sugar). they are crunchy and delicious on top of cake.

Since it has no eggs, it could work as a "no-bake" edible cookie dough option... perhaps swap the oil for a couple packs of butter from the condiment drawer and add a bit of brown sugar

Mortar and pestle to the rescue. The cookies would look vile, but if you ground up the (largely sugar) sprinkles you could get a much better cookie consistency.
