Fenris (the white haired elf) has had Lyrium branded into his flesh (the white tattoos), which gives him the ability to phase through things (he displays this ability when you first meet him in Bait And Switch by sticking his hand into a man's chest through phasing, then solidifying it to kill said man). Isabella is referring to Fenris being possibly able to phase his hand into pockets or coin purses to be able to pickpocket money.
