From what I learned, 了 , doesn't have a vocabulary meaning; but it serves as a grammatical function. When used, it works like giving the progression of something. Perhaps it can be thought of like the word "presently" but I still wouldn't say it means that. 再见

I think le 了 is softening in this context. I remember seeing a 3 videos (part 1, 2 and 3) about the word le 了。It's very complicated when to use it.
