Before moving to Paris. This is the reason of using Past Perfect Continuous tense. The time before which the action that had been going on for some time in the past is important. We always mention it.

Is there any situation we can use past perfect tense without two context or event in a sentence. Consider the news I read. "Several celebs from the entertainment industry and netizens had also condemned the ugly side of social media." In this sentence there are no two events but they have used past perfect tense. Could you please explain...

You can omit talking about the second action or the particular time when it's understood. Else, that's not the right use of Past perfect tense. A: I came to see you yesterday at 6 PM. B: I had already left for a party.
