A mixture of democratic governance and dictatorship is what ruto is trying to do. Remember starving people cannot have unified say especially in front of possible food given to them. I mean, ruto is going to ensure no one will be in position to support his opponent or have a strong opponent in forthcoming election since everyone will be in search for basic need. Those who will want favours for their survival will be forced to vote for him first and their friends will not be able to stop them from taking those favours from ruto despite him being the cause for their poverty situation, cause they n their families will only be depending on that for survival.
