In 1821, there were no welding helmets. Arc welding had been theorized as early as 1802, but the first arc welding equipment was invented in the 1880's. Oxyfuel welding is even younger; the oxy-acetylene welding process was invented in 1900. The only welding process used in in 1821 would have been forge welding, a blacksmithing technique, and blacksmiths seldom wore face or eye protection. It is possible such a mask would have existed for working a blast furnace for smelting metal, to protect the worker from extreme heat, but I can't find any evidence of that.

Welding can trace its historic development back to ancient times. The earliest examples come from the Bronze Age. Small gold circular boxes were made by pressure welding lap joints together. It is estimated that these boxes were made more than 2000 years ago. During the Iron Age the Egyptians and people in the eastern Mediterranean area learned to weld pieces of iron together. Many tools were found which were made approximately 1000 B.C. During the Middle Ages, the art of blacksmithing was developed and many items of iron were produced which were welded by hammering. It was not until the 19th century that welding, as we know it today was invented.

Until the end of the 19th century, they technically had forge welding, which blacksmiths used to join iron and steel by heating and hammering. Arc welding and oxyfuel welding were among the first processes to develop late in the century, and electric resistance welding followed soon after. Welding technology advanced quickly during the early 20th century as the world wars drove the demand for reliable and inexpensive joining methods. Following the wars, several modern welding techniques were developed, including manual methods like SMAW, now one of the most popular welding methods, as well as semi-automatic and automatic processes such as GMAW, SAW, FCAW and ESW. Developments continued with the invention of laser beam welding, electron beam welding, magnetic pulse welding (MPW), and friction stir welding in the latter half of the century. Today, the science continues to advance. Robot welding is commonplace in industrial settings, and researchers continue to develop new welding methods and gain a greater understanding of weld quality.

Late to the party, I know, but welding was first invented sometime in the latter part of the bronze age. Originally, "forge welding" was used on highly malleable metals like copper, bronze, and gold. Eventually the same process would be applied to all significant crafting metals including iron and steel. The kind of mask portrayed, however, is a basic, earlier kind of mask used in arc welding, which is what we just call regular old welding these days. They wouldn't have existed in the 1800s, but neither would black magic or hauntings so I think it's safe to assume that Trilby's world is not *this* world.
