The Lord Slug Movie version of it is actually supposed to outright be Super Saiyan, but because it hadn't been revealed in the Manga or anything like that they didn't have a definitive design for it at all, so the fandom dubbed that "False Super Saiyan" Super Saiyan Power is a bit different in that it's just the Super Saiyan aura and hairstyle on Goku without the golden colours, False Super Saiyan sort of had its own colour scheme going on

We know how Turles gained his variant of that power (by eating strong fruit from a strong tree), but we simply don’t even know how Cumber got his (training, good genetics, finding an evil artifact, eating tons of evil fruit for decades or eating a special evil fruit, it’s completely unknown). Cumber is just this ancient battle hungry Evil Saiyan whose power can challenge gods, can effect others with his power to fight for him, may have faced or at least has seen the original Super Saiyan God and can use different SS forms, but that’s all we know (some like Turles can obtain similar power, though it’s unclear if he actually gained exactly the same power Cumber did or if it’s just a copy of his power designed by Fu when he created the tree).

The black hair was actually meant to be like this when the saiyan powers up, but the hair color came because toryiama didnt want to color them in, in the mangas, then it was later adapted from the mangas to yellow on television, because without a color it would look like a plain powerup in base form with spiky hair and a strange invisible aura and the whole sencing energy thing would play to be so much more important.

I’ve always had the head cannon that once you unlock a new form you can tap into some of it’s power in a previous form/base. I think it covers for some of the weird moments where it seems like they would need to have transformed to even put up a bit of a fight, but they still need to transform to use the upper limits of that form’s power.

I like the idea of it being an evolution to the concept of the “instant” power raising. Like way back when Ginyu described people with innate ki control being able to seemingly have low power but raise it up high instantly to conserve power. And Goku, having only just a while ago having mastered the super saiyan form from his time in the chamber with Gohan, it makes sense that he should be able to momentarily tap into super saiyan power without needing the full transformation. Only sustaining it for a few seconds as he needs it.

No, Toriyama didn't even work on the movie. It was just that this was how Super Saiyan looked at the time. They changed how the super saiyan looked between this movie and the namek saga, because drawing the eyes blank made it too hard to convey emotion and one of his assistants pointed out that giving him white hair (in manga colors) would make drawing easier since they wouldn't have to ink his hair on every panel anymore. But at the point that this movie was made, this WAS Super Saiyan.

I think the reasoning for the transformation has to do with S-cells transmuting molecular energy in response to cymatic properties of frequencies. Like the depth, presence and behaviour of the energy is entirely dependent on how their s-cells harmonize with their chi, which is also why saiyans have slightly different abilities, since every person in general has different chi (spirit energy)

If we wanted to have a little fun with making this form canon, it could also be treated as being similar to the process Gohan goes through to reach his Mystic state again in DBS- Piccolo was guiding him to try to tap into SSJ without actually undergoing the transformation,which was how he ended up getting there. So this SSJ Power form could be treated as being halfway there, with Goku and Vegeta not being able to go the rest of the way due to never having their potential unlocked like Gohan has.

Could say that as they got used to SSJ, they lost the hair colour change and just kept the power up. The hair standing comes from the increased power from base form but not a full increase to ssj.

If anyone paid attention there's a couple of times where goku and vegeta had gold auras in base form. Although it wasnt written in the lore. I believe the golden aura in base form is away to show the mastery of the super saiyn form/ ki.
