The reason Charlie is in hell is because she's a hellborn, her parents are Lucifer and Lilith, which means Charlie herself is very high on hell's power hierarchy, which is why they call her princess. And the way demons look somewhat depends on if they're a sinner or hellborn. Sinners will look like certain animals and objects and have certain abilities based on their life on earth/ how they died. Meanwhile there are plenty of different hellborn species that have specific looks, Such as imps, hellhounds, succubus, ars goetia and a couple others. But Hazbin Hotel focuses mainly on sinners.

Animation takes a ton of time, especially indie animation like the hazbin pilot was. The project, even though posted in 2019, WAS probably started around 2015 or earlier so it makes sense that that’s what era of KZbin it would remind you of.

it took 3 months to write and roughly 2 years to animate, so it started in about 2017, but viv already had a lot of the characters designs and backstories before that

Fun fact about the designs ! What you become when you die is mostly determined by the sins you commit, how you died, genetics, etc. For example angel is a spider because of his families ‘web of crimes’ and Alastor is a deer because of how he died. Charlie is based on both a marionette doll and a goat. Although she’s a hellborn. And the ‘X’s you can point out on Alastors forehead for example, is the point of injury which caused his death.

You'd se surprised how deep the lore of this show goes. Also since you asked: What sinner demons look like is determined by a couple of factors such as how they lived their lives and some things they hate. For example Alastor was a radio host (why he has that voice) and a cannibal who was killed because he got mistaken for a deer (the whole wendigo motif)
