XiiMesho_ someone stopped a nuke sending it to Moscow, but it exploded in the Silo so the radiation spread through silo 22, oil rig the submarine had a meltdown and someone had the virus got into the rig and infecting everybody.

I found that bio lab in Washington - and went underground and saw that zombie chamber. One of them was broken out (as you all probably know), so the infection probably started there, in Washington. One question I have is that when you try to leave PEI on the bridge, you get the achievement A Bridge Too Far, with the description "Failed to contain the virus." so... where DID it start? (actual question)

As a person of military blood the coalition shares a lot of their ranks with the navy and in order of command as well plus the first time we see them is on an aircraft carrier so maybe they came from Australia's navy
