I do sometimes wonder why Myrtle doesn’t simply move onto the afterlife if her short life, and her 50+ year existence as a ghost, have been such a misery. P.S. It was a single person bathroom and when I went to leave the door wouldn't open no matter what I did, even with my best friend pulling on the other side. To answser your question at the end: I am (well, was, until now) sure that someone who's become a ghost can't move on to the afterlife. Based on what I remember from Sir Nicholas' conversation with Harry after Sirius' death I am pretty Sir Nicholas expressed his regret to not having moved on to the afterlife when he had the chance. Which I understand as him not having the chance to do so since he (consciously or unconsciously) chose to become a ghost.

Apparently Myrtle never told anyone about how she died until Harry asked her in his second year. Its never been made clear why she didn't tell Armando Dippet or Albus Dumbledore anything that might have led to the truth. Dumbledore however knew about the basilisk being the true monster but didn't where it resided or where the chamber's entrance was.

As a paranormal investigator, I can answer your question at the end of the video on why Myrtle could not move on. Spirits who live in constant pain, sorrow and suffering form a bond to a certain location or person and cannot be removed from it unless they are guided by a person who practices in a positive spiritual order or vibe. May be the reason she doesn’t move on is that she cannot. Maybe with what happened to her when Tom Riddle created his first horcrux and yes I know I butchered that one but maybe when he created it it destroyed her soul. Maybe the process of creating one of these things actually destroys the victims soul completely maybe it is similar to what happens to someone when they are kissed by a dementor maybe her soul is lost forever and her only means of existence is as a ghost maybe that is why she so miserable. Think about that one for a second. I’ve always wondered if that wasn’t the case maybe that’s why the creation of these things is such a taboo subject in the wizard in world maybe it’s not just murder but something more akin to a complete destruction or consumption of a victims soul in order to create one. Kind of makes you look at myrtles situation in a new light.

I don't think that once a witch or wizard becomes a ghost, they can "move on" afterwards. I think they are trapped on Earth for eternity (which is a cruel joke if you think about it) or can only be helped to pass away to the afterlife through extraordinary means. Myrtle mentioned that she has contemplated suicide, before remembering she was already deceased. And I wonder if she really was still as hysterical after "Chamber of Secrets", she isn't mentioned that often through the rest of the series and her later appearances seems to be calmer. Perhaps she mellowed down a bit, knowing that at least one person cared enough for her to show interest in her death (although I do believe the likes of Dumbledore have asked similar questions to her, yet never able to piece things together in time before Riddle's graduation) and more importantly that her killer was finally caught and the beast slain. (the whole school knew what happened in the Chamber, minus the Voldemort part perhaps). Yes, she was still sensitive but probably not the same extremes as before. I also wonder if she still would be Moaning Myrtle if anyone would have bothered to get to know her, talk to her and treat her like a human instead of treating her like an annoyance, someone to be evaded at all time... On a sidenote, Myrtle's death is interesting because it seems to imply that even indirect eye contact with a Basilisk can still be deadly as long as it isn't obscured (by say a ghost) or a reflection (mirror, water or the mirrors of a camera (which was however fried).You can argue that she took off her glasses as she was crying but Harry also seemed to fear that glasses wouldn't save him. He feared his life was over when he looked it right in the face, only to be saved by the fact it had its eyes gauged. So either way, glasses or clear glass will most likely not protect you from its gaze.
