Given that there appears to be no horizontal or vertical planed panels, if it were made from the right materials it would be a stealth vehicle. No police radar would be able to get a reflection reading on it, like stealth aircraft. As you're blasting along at 30 mph.

It's more about right angles, rather than vertical or horizontal specifically, but the point is the same nonetheless. Also, though, 30 MPH is so slow, that it wouldn't stand out against the background, which in itself would make it stealth. It's how notching a lock in a fighter works. Blend in with the ground in such a way that you don't appear to be moving and you disappear.

On top of that, it does shatter, just under very very very high kinetic stress. Further, that force would still be greater than the mounting points and jacks that hold it in place on the car's frame, so when those fail: vwoop - you're coming out with the polycarbonate, or atleast whatever part of you the sharp lower lip grabs a hold of
