I have one question though; if a communal building and pest report has been arranged by the seller/agent, and the winning bidder decides to orgnise an independent report at their own cost separately, will the winning bidder still need to bear the remaining balance of the communal report fee?

Hi AC 0, so long as you didn't buy into the scheme initially, you aren't required to pay for this, but you'll find real estate agents pushing hard as allow them to waive the building and pest condition. So be aware upfront that pressure will be applied for you to opt into this scheme. Happy house hunting :) all the best!
