There's a major difference in doing evil things because of a desire, and to desire to do evil things. Frieza not only does evil things to achieve his selfish desires, but also simply desires to do evil things. INTENT, is a major decider of evil, and is why he sits on the throne of villains. The racism also helps.

Cell isn't evil because he kills people, he's evil because of his selfish desires. Cell doesn't care what happens between Now and Then, as long as Then is what he wants, he will do whatever it takes, but his selfishness doesn't just cause him to kill people. Going from Imperfect to Perfect causes that, but once he's perfect he goes out of his way to cause terror just to get what he wants, he doesn't kill as many people when Perfect, but he does cause terror and panic, and also uses threats just to see it to the end. We'll never know if these threats are hollow, but it can be assumed he probably would go through with it. Cell is selfish, his intentions are impure, but that's the only pillar he disobeys. The only way he'd bring down the other pillars of Zeno's idea of 'good' is if it happens to be along the way of him fulfilling his disires.

I’ll always say Frieza is the most evil. Kid Buu, to me, doesn’t strike me as the most evil one. If people argue he is evil incarnate, so was Janemba, and he really didn’t do anything that evil. Kid Buu going to the afterlife and trying to kill already dead people was unique to see, but that really isn’t the deciding factor to put him as the most evil one.

Freeza and Moro are both the same level of evil. Both are irredeemable who will never change. Kid Buu is just barely a sentient being of pure chaos with no real concept of consequences and morality . He was driven by instinctive and uncontrolled primal impulses for destruction. Making him more of a force of nature . While Freeza and Moro were more calculating, manipulative, self-interested and driven by desires of conquest for power. What makes Freeza even greater evil than Moro is that he’s more conscious about it. He knows he’s evil and delights in it.

Cell should have been here. His respect to autonomy was only to stave off boredom and he didn’t actually want anyone to be stronger than him. He was trying to destroy everything after having a satisfying victory. He just saw himself as so above others that he didn’t even need to do anything to prepare for the possibility of defeat. Someone like freiza is, in my eyes, more evil than buu because their is immense deliberation behind his moves. Even if the scale is much smaller, it's understanding the affects that these things have on a conscious level that makes someone like freiza more evil. Evil requires consciousness. idk imma still have to go with moro bbeing most evil. goku tried to sense his ki and literally heard the tortured screams of billions. frieza in the canon torture we see does it for the goal of making the enemy bend to his will (manga frieza literally only fought the universe 6 saiyans (where he had to go gold to beat caulifa and cabba and then got the brakes beaten off him by kale) and then jiren with goku. the most evil thing he did was tell frost o go sneak the bald characters in universe 7 then he snuck frost and said trust nobody. literally says nothing about wanting to rule the multiverse or despising the omni kings. he knows his place in the universe and operates around it. ). moro does it for the heck of it. also frieza definitely pays his employees well above minimum wage, they get tax benefits, a 401k and free health care. why else would they revive him. what does moro do to his workers. kill them.

The difference is that we judge by words and actions, forgetting that words can be lies and actions can be deceiving. The morality in Dragon Ball is centered around intensions: why do you help others? Because it's the right thing, or because you want something in return? Or to boast to others how virtuous you are? Freeza kills people and destroys planets because he thinks he is superior to everyone (including his species and even his own father); Beers does it to balance things up, to raise the mortal level, is he good at his job? Not much, considering that he is lazy and caused much trouble, in the past, but that's his job, and no Dragon Ball morality never changed, the changes the guy in the video talks about happened because TOEI Animation, at some point, wanted to turn Goku into a self-righteous superhero figure, specially whenever the plot of the Anime diverged from the Manga (which happened a lot) and in the old movies is even more evident, specially in the movies like "The Legend of Shenron" and "The Incredible Strongest vs Strongest". If you want to understand Dragon Ball's Universal laws, and why some characters make the choices they make, like why Black Freeza didn't kill Vegeta and Goku (there's an actual explanation, if you understand how i works), you should all check at least three books: • "Tao Te Ching" by Laozi, •"Journey to the West" by Wu Cheng'en, • "The Tao Of Gung Fu" by Brule Lee. In this order would be best You'll also understand better other Eastern Inspired stories like the "Star Wars Saga" by George Lucas.

I actually think Frieza is probably the most anecdotally evil person in the story. Sure he is an Emperor and forcibly expands his empire. How are the planets run while under his control is what would make me say he is evil or not. His actions towards the Saiyans was out of fear of the legend. His actions on Namek were simply because of defiance. If the nemekians let him get his immortality without a fuss nobody would have died. I understand it would have been a “cultural taboo” for them so it makes sense as to why they would not allow him to get the Dragonballs. Kid Buu could never be a god of destruction because he would bring the entire universe to the brink of extinction, both creation and destruction cannot outweigh one over the other, as they explain in this video: balance is important for Zeno and therefore for the gods. Universe 7 was one of the candidates to be destroyed because Beerus was sleeping and Frieza, Kid Buu, the saiyans and Moro were destroying everywhere, which led to the lack of balance in the mortality of that universe. Beerus even if he is lazy and destroys planets on a whim, at some point he will do his job because he knows the consequences, Kid Buu would simply not care.
