Then, with the breach of Porta Pia and the defeat of Pope Pius IX the capital was permanently transferred to Rome (this in 1871).

To be precise Florence and Turin were never capital of the Roman Empire. Turin and Florence were capital of Italy before Rome after the unification (1861). Rome became the capital of Italy in 1870. The western half of the Roman Empire had other 2 capital cities after Rome: Milan and Ravenna.
