Even amongst the Mafioso, there is, in the time that they're being "Made," a Code of Honor (So to speak), that if you betray your Vow of Silence, then you have marked your own self for Death. Turned out, of course, that T, Paulie, and Silvio found out what was going on, got Puss on a Boat, went out several miles into the waters, had him confess what he'd done, and they killed him. Then, they wrapped weights around him, and threw him into the waters, where no one could find him. Ya spill the news, ya wear Concrete Shoes! You'll be sleepin' with the fishes!

Tony only realized once it was too late that Vin was not only a loyal, valued asset to have around, but also one of the few people he knew that genuinly wanted to be his friend. Even though Tony made the mistake of heavily berating the guy, you can tell based off their interactions that there was a geuine friendship starting there. I think Tony found the depression and stressful personal life relatable and was sad that he wasn’t nicer to him.

It was originally supposed to send that vibe, only for later on the fans to see that he was just a nice guy who fell into a major depression and downward spiral after his wife took the kids and divorced him. It was genius because it makes us all realize we have been “Vin” or at least known one at some point or another. Poor guy was probably a straight shooter all around and became so lonely and depressed, that he found joy with a guy like Tony who he knew dam well was going through his own personal battles.

Even though Tony benefited from Vin being a disloyal, to the police force, he absolutely despised him for it. To Tony, Vin was a degenerate gambler and a rat, only interested in saving his own skin. Contrast this with Tony's attitude toward Agent Harris- they were actively on opposite sides of the spectrum, but Tony actually respected him for following the rules- even though he might be putting Tony in jail one day.

He deserved better. From the clips I have seen he was Tony most valuable asset. If Tony played his cards right he could have had information on other mafia organizations. It's to tough say. He could have been busted for being a mole at some point.
