Millennium Dawn isn't necessarily slow. You're just choosing not to engage with the content. You could have boosted control of the army to 20% and then had a civil war to switch outlook. You can justify wargoals if you change your intervention law. You can cancel the AI's guarantees and even coerce them out of NATO by inducing a Nationalist coup. You can also play a country that isn't Western Outlook or in Europe.
