1:48 Slappy is Based on a very old school Hollywood actor by the name of Peter Lorre, his most distinctive features being his eerie droopy gaze, pursed lips, and strange manner of speech. he was so well-known in his heyday that many old cartoons like the Looney Tunes would depict him as impersonated caricatures, and eventually he became an obscure running gag in animation and television to depict a character that looks and acts like Peter Lorre. The reason he has a dull color scheme in SpongeBob is an homage to his time as an actor during the black-and-white era of film he was a star in. There’s compilations of it on KZbin, he sprouts up more often than you think in animated films and shows, he was like the human version of the Willhelm scream.

very insightful thanks also knew that because as a kid i also watched alot of Looney tunes ...one character that always stood out was a guy with Bushy Eyebrows and a cigar ... i looked for him and his name was Groucho Marx a famous comedian during his time and Looney tunes also added a bonus thowing in woman with a Fruit basket on her head called Carmen Miranda who in the cartoon was also voiced her cartoon character :D (also The Three Stooges/ Laurel and Hardy)

Slappy and Slippy are based on an old actor, Peter Lorre. He was an actor from the 30s. Most kids don't even know him. Anyway, many characters from the 30s all through to the 80s and 90s reference him. Just look at the maggot in Corpse Bride. And with that, I've aged myself with my knowledge. Also, sadly, I never really watched SpongeBob when it was on. Because I was in my 30s then. So I feel like I missed out.

So I've never seen "Slappy or Slippy" before either. But their design is a direct imitation of how Warner Brothers animators used to draw caricatures of German/American Actor, Peter Lorre. That exact way of drawing his iconic face has been used many times. Even the spooky lamp in the repair shop scene of "The Brave Little Toaster" uses the same design.
