It's a prototype story... when they do these short stories in Japanese manga they actually gauge reader interest for reader reaction and feedback... remember that there are also OTHER short stories competing for a reader's time and this is when Akira Toriyama was completely unknown as a manga writer and artist and most of the younger Dragon Ball fans should realize this before making a judgement. Therefore his concepts and ideas were printed but obviously they did not gain sufficient readers or when reviewed was not memorable enough compared... remember a memorable story sticks out thus if the story was not finished, it does not have to be finished because it never had the initial fan base.

For the adaptation/continuation question, what do I think? Well, Toriyama is obviously not going to provide us with any new stories, so you might as well work with what he put out when he was alive, at least before writing completely original stories featuring his most well known characters. So yes, adapting Dragon Boy might be a good idea even if that means making up an ending to the story, if not an entire second act as well. When it comes to Dragon Ball, aside from a conclusion to the Black Freeza thing, I'm not there is much in Dragon Ball I want to see written by someone other than Toriyama for now. All I really want from Toyotaro and other people put in charge of Dragon Ball right now is that and some extra chapters about ROF/Broly so the manga works a better as a standalone work, which of course still falls into the territory of using what Toriyama left behind. Manga Theatre alone has about 15 stories that have not been adapted, not to mention how Kajika, Kintoki, U-Sama and Cowa have yet to be adapted. Hell, in the Dragon Ball Franchise alone you have Jaco and Neko Majin, so it's not like there is a shortage to work with. I think I rather take the adaptation and/or development of these ones before we get into quagmire of completely continuing Dragon Ball and Dr. Slump without Toriyama. Obviously DB and DS will have more material written by other people eventually, but what already have in that area is stuff like the Dragon Ball movies, GT, most of the Super anime that does not correlate with the manga and Heroes. And while some of that stuff isn't bad, Heroes might be the most extensive Dragon Ball thing made without his input and it's complete nonsense not worth anyone's attention, so I really don't want more of that crap. If they're gonna do more Dragon Ball without Toriyama's input, it has to be something more than just key jangling like Heroes. There has to be a decent plot they put some effort/passion into and it has to at the very least make sense.
