He/She doesn't realise is, they are stealing a average earners weekly living expenses or food bill for the sake of their little commission and end of year bonus. Traffic Wardens worked for the Police, they issued FPNs (fixed penalty notices) for a limited number of “on-street” offences. Civil Enforcement Officers work for local authorities. They issue PCNs (penalty charge notices), for a much wider range of offences, both on and “off-street”. The change came about as a result of the Police Reform Act 2002. I don’t know what Traffic Wardens earned in 2002, but I doubt it was anywhere near what a fully accredited Grade 5 CEO earns now.

Decrim is the act of taking away parking offences from the Police/courts and handing them to the local council. CEOs do all of the job Traffic Wardens did, in addition to council controlled pay and display car parks. The exams are the same, only the name after quali is different. Traffic Wardens earned the equal to a driving examiner 20 years ago (Approx £20,000 per annum) now CEOs start on roughly £18,500, 20 years later. Not correct to say `Parking Enforcement decrim happened in 2002`...not for all boroughs of the UK, as they all went decrim at different time (The council next door to ours went decrim a decade earlier). I know about FPNs & PCNs as I passed the exams which covered both. I know what happened as regards `civil rather than criminal` and the reasons why. As regards `Grade 5` for a CEO...no such thing.....that is `pay grade`, which as most who work for local councils will tell you is now bottom grade ie £18,500 to start.

I think I remember reading once that the purpose of the parking inside/outside the bay thing is because when people do that, it can prevent others from parking (and cause lost revenue to the car park owner). But, if the car parked outside the bay is not causing this problem then there should be no problem. The parking guy was just being an idiot, the kind of guy who thinks he found some kind of "loophole" to prevent you recording (or uploading). The kind of guy who, over the Christmas period if he had seen the re-birth of Jesus Christ himself, he'd report the family for breaching some COVID travel restrictions.

@@wr3099 This made me chuckle because, I drive a BMW. I will assume me saying that won't shock you, I have no doubts me driving a BMW will verify for you why I have my opinions on this video. What may shock you though is some truths about my BMW and I... I take great care in my parking, I always reverse park into a space and take pride in being really neat, also will never tailgate or overtake someone unless there is a real need and it is safe, I always use my indicators and only actually turn them on and switch lanes etc if I have checked I can do it without being a moron. I'm just out there every day trying to change people's minds about BMW drivers, one person at a time. Audi drivers though, I think we may be able to agree about them, they seem to like to pay more for gadgets over genuine engineering. This car was an Audi so, on reflection, maybe it did need a ticket after all. I bet the owner also uses an iPhone.
