Not only torture but any punishment also need a reasonable justification... Police and civilian need to share a healthy relationship which never going to be established by fear factors. Use of power against powerless is never going be an equal playground, therefore there is a need of balance of power by judicial or legislative intervening. If a hardcore criminal(powerful) is held in Police station(he bcomes powerless)..he will not speak truth,he knows his master will help him..and by the time u started interrogation his lawyer will come with his bail.ultimately u dont extract ny information.

Some point of your question: (1) police should always fulfil the duty imposed on you by law,protect all persons against illegal work. (2) Respect and protect human dignity. (3) Use force when strictly required only (4) Never torture becouse this is cruel,inhuman,and degrading treatment. and finally i would like to say prohibition of torture is a fundamental right so this rights never taken away from anyone. In my opinion to check custodial torture , investigation should be done by Prosecutor and not by Police , as is done in most of the European countries . This is the best way to correct the system.
