I went to a lecture at the institute of engineers many years ago and they said it was leaning then. I think it has pretty much always been leaning slightly. It was a combined lecture on St Stephens Tower (Big Ben) and the Leaning Tower in Pisa. As far as I remember the work on Westminster station also allowed them to carry out work to harden the ground to prevent the tower from subsiding any further.

A similar method was used at Westminster Station to stop the famous clock tower from disappearing down into the station. This time they pumped the ground full of concrete to strengthen then dug underneath. As Big Ben is still standing and chiming away I would say the plan worked!!!

London has its own problems as to where to put them. South of the river, there aren't many tube lines because of the soft ground in that part of the city.

There isn't the space. Most of London is fairly narrow roads. Plus I think it would be considered to unsightly by a lot of people. Now they have started to address the problem as new technology allows them to build through the softer ground.

I love wacting theses as well here in the states. florida has no where to put a tube. lol all we have is swamp land.

The only problem now is that the clock tower is cracking & starting to lean.
