I would say that lack of a routine schedule is not "government inefficiency" as you claim here; but basic security protocol. Routine makes your operation predictable, which makes it vulnerable. If someone knows your routine, they know when you can be attacked most effectively. The only hurdle then is concentrating enough force to overcome your defenses at the chosen spot. Seems dumb that i would have to suggest this, but here it is.

A couple of corrections and additions: First, the Marshals are NOT armed while in flight, all firearms are stored in the baggage holds and the Marshals arm themselves before allowing any inmates to exit the craft. Second, the flights are not segregated by sex or by affiliation, females (or trans) are seated in the front and males in the rear, with seats filled back to front. Gang rivals are separated only by seat distance (unless someone is heading to SuperMax (ADX) for gang-related offenses, which would usually mean a dedicated flight). Third, some JPATS planes are 737's, but a few are MD-80's. ALL are piloted by US Navy personnel. I know this because I have made five total JPATS flights, as a passenger.

It should be noted that the vast majority of law enforcement uses hollow-point bullets in all circumstances.
