Rusty you really provided an Excellent visual and narrative to understanding the expenses. It wouldn’t be TV’s without this continued maintenance of investment. Just consider where most move from to live at TV’s. For example, our home/yard is meticulously cared for, gaze across the street our neighbor’s property is an unkept trash heap. The city code enforcement does nothing to have owner improve the situation! Its why we have high hedges and one day will put up a For Sale sign. The beauty of TV’s is its beauty throughout, due to strict convenants and participation $$ byall.

These cdd fees are really HOA fees. The fire fee is paid by taxes in a regular neighborhood with taxes. So just add FIRE fee as part of this sneaky pdd/HOA fee. Therefore living in the villages has super high sneaky HOA fees

Hi Rusty, I really appreciate you breaking this down for us and explaining each cost. I will be able to find the tax cost thanks to your instructions but I am wondering if there is a site that shows what the bond is for any given property so that I can figure the actual cost of the home. I do understand that the bond is frustrating to some people but we all pay it one way or another no matter where we buy a home (included in the price of the home) but it is really weird having it separated out. I would be able to wrap my head around the actual cost of a home if I could find how much I need to add to the price with the bond. TY Rusty! Have a great day!

Good explanation of taxes. These figures give a good idea of the costs involved in extra taxes when moving to a state that boasts "NO STATE INCOME TAX!" For people who are retired, or living on fixed income, but who are homeowners, this is almost always more costly for them. Working people making over 100K a year, are about the only ones who come out ahead in that situation. For instance... seems your tax bill total was 4,693$ a year for the Ad valorem taxes (Which is the only kind we have up here). My mother's home and property has about the same assessed valuation (275K), but her yearly taxes are 1,200$ per year. So you can see why I think the state income tax is more fair, it doens't punish homeowners, and you only pay more if you EARN more. Texas is far worse.... Your taxes there seem to be about quadruple what mine are here.. my sister lives in Texas, and hers are SIX times what mine are.

Rusty...you have visited TV now, what, 3 times? We all appreciate your insight and understand that you are getting ready to pull the trigger on buying a home down there. I think everyone will agree that it is a seller's market at the moment (May 2021). What does your gut tell you?...when in your humble layman's opinion do you think the market will start to soften? When will demand drop a little? When will supply catch up to demand? I guess I am asking an impossible question...when is the market top?

I wish I knew. My GUESS as with the market will be third quarter of this year. But it will change around the country. That was my guess around November of last year. BUT.... I really think that once you start to get to the retirement age you have to start looking at things a little different. Great explanation of the fees that are foreign to someone out of state. What would really help is if TV developed an interactive map that you could click on an address and have it display what county, village and district it is in. Every time i see a map from TV it looks like it was colored with crayons and almost completely lacking in detail. Even their new homes have a basic map and the viewer has no clue what area it is in in relation to the entire development. I usually have to pull up google maps to figure out locations. Very frustrating. This business with development bonds isn't unique. Years ago developers would do the improvements and make that part of the purchase price of a new home. In my area I noticed the builder uses bonds to develop and then also make money on the interest as the bond holder. That strikes me as double dipping. I don't know if TV is doing that.

I did learn a lot. All states without state taxes will get you on home taxes to make up for it. Your taxes are high and too many community rules. The bond thing is over the top! Good luck.

use to be, the sales price covered the land improvement. even with HOA, there were no bonds. The problem is the CDD board can create New Bonds, for New improvements. there is no cap to the debt.

Rusty, great job on this topic. Since we have never had to deal with development costs in traditional housing, I am curious how this works in a new subdivision up north. Does the developer assume those costs and then include them in the price of the new homes? Or does the county somehow subsidize that new infrastructure - streets, utilities, etc. I expect the answer will vary in different places, but normally you just buy the house, and somebody paid for that development to occur. Let me know your thoughts.

I live on Long Island and taxes including flood insurance are 14k per year. If I bought a house in the village's for 350k would all of these fees, taxes be under or above this 14k benchmark. When we retire and move we can live with a $100 or $200 per month sticker shock increase but you do not want to move expect a monthly payment of let's say 2k and now it's 2,500 per month. Here are the taxes on a home that was assessed at 347K. This includes a $50k homestead...meaning you are getting a reduction because you are living there as a resident. So the total is about 7500. It changes with areas but this is south in the area of Fenny. It does not include the amenities fee of 164 a month. that is not a tax...it is the fee you pay monthly to pay for the fun stuff. I agree it is pretty … but it is very crowded / congested… shopping is excellent if you are into more stuff, restaurants … but the congestion is ridiculous. The Mill rate is high … I heard about the extra $20,000 bond…and the CDD cost depends which area you purchase as the cost can vary … you are talking a HOA board and elected officers when it comes to the CDD correct?

I think you need to relook at the video. Mentioning the HOA makes me believe that you have not seen the whole video as there are NO HOA's in TV. I never mention HOA. Also crowded is all relative. From NY...no. Live on a farm or in the mountains...sure. But I do not plan on "living" in the house. I bought a place there to be with people and have choices on where I go...not the same place over and over again. If I want I can always go out to the close towns just like you would if you lived in any other town. Not sure what you mean by extra 20k bond? Extra over what? Somebody always pays for your surroundings. Somebody always pays for the development...and that is you. Brian...here is the point. It will always be passed to the home buyer...always. You will pay for it one way or the other. The bond is taken out by the developer to develop the land. THen divided up amongst the lot owners. Then each pays it off as they like. Monthly or all at once. If they did not do it that way it would just be put in the price of the home. The great thing about this is that there is money to develop before the homes are sold. as with all things, there are good and bad. But...buyer will pay for it in the end. Imagine if there was one gas station in town that was allowed to advertise their gas prices without taxes included and every other gas station has to include taxes in their price. Would an uninformed motorist think this was the best gas price in town only to realize after they filled up that it's not? Would this gas station be tempted to raise their prices because they still appear to be lower than their competitors? I have little doubt that there are a lot of buyers who only find out about this substantial additional fee after they decide to buy and...surprise! Yes, it is a cost all developers have that is passed on to their buyers. I just don't like the way the Villages plays three card monte with it.

The Bond is the same as your cost for a building lot where you live with town water and sewer. $30,000 for an approved building lot where we live (CT) is cheap. A 1/4 acre approved building lot in our area on average is $80,000. Town property tax and school tax in our area on average is $8,000 annually for a $250,000 home. When you buy your home in the Villages and you plan to retire there full time, you could include your bond amount into your residential mortgage which today is around 2.9% which is cheaper than the 4% interest charged on your bond that was mentioned in the video.

Not so sure that is right about the bond. You can pay it off and then try and refinance I guess and then you would be able to write the interest off. But there is no way that I know of to just add the bond to your mortgage. Trust me I've been thinking about it. NOW....if you plan on renting the home out then that may be a different story. Rusty I live in the village of amelia. I payed 215,000 5yrs ago.Sumter county assessed value 186,000 Homestead 50,000. taxes---876 county 863 school swfwmd 37 Total 1776.00 Maintenance 465 fire 124 no bond total with discount 2,271.83 Very cheap compared to PA.

You have a good deal going. Last year my taxes went up $1,000 for a 2 bdrm, 1,000 sq ft. Townhouse. Highest increase since I bought this place in 1998. And in 2 years there could be another increase. I gotta get out of suburban Chicago.

Thanks for a great video covering a very dry but important subject. I have a question that doesn't really pertain to this but hoping you or others might be able to address it. I understand there are covenants that must be adhered to, but when you buy a used house and go through closing, do you start with a clean slate? In other words, if a modification to the property or structure was made by the previous owner without permission, can the new, and unknowing, owner be held accountable to rectify it and be responsible for the costs? Lastly, is there a way to have an inspection prior to closing on your previous owned home that clears you from this concern? Thanks again Rusty; very professional videos.

I'm not answering this in any way that is official...I'm not a professional. But two things come to mind. 1. If there was something that was done by the previous owner that would have to be stated by the seller prior to the sale then it is up to the buyer and seller to work it out. If not you could go back after them to remedy the problem if there is one. just a thought. Or maybe you could have it resubmitted to the board after the fact or actually have the seller take care of it. But I would think it would just come up if somebody complained. But I don't think it would erase the problem so to speak just because somebody bought the property with it that way.

I appreciate the information you’ve provided. You made it very easy to understand. One question I still have is about the CDD. I’ve seen listings on homes in the northern part of TV that say no Bond ( which you explained) and the listing will also say no CDD... so who is paying for maintenance and improvements in those neighborhoods? Does money come from new areas/residents that do pay a CDD fee or will those areas without CDD fees just not receive the same upkeep? Thank you

Yes, absolutely. I think that if the place is within Lake County East of 441 (Spanish Spring) there is no cdd. I believe it has to do with if the home is within the city limits if Lady Lake, FL. Not an agent but I think that is the reason. VERY small percentage. Subscribe Button: bit.ly/3aToJ3H

Wow! I'm glad I didn't buy in there! We bought a condo directly on the intercoastal in Daytona Beach, for way under 200.000! 2 bedrooms 2 baths. We have one maintenance fee of 545.00 a month which includes cable and 5 G internet , huge heated pool, tennis courts, corn hole, horseshoes, Bingo Monday night's, lots of activities! taxes are low! We love it here, I get to sit on our balcony , right on the water, see the bridges, lots of boats , dolphins, etc... We are very happy with this place, , we are walking distance to the beautiful beach! We won't be running from hurricanes anymore, feel very safe here. A whole lot cheaper than the villages! No thanks! If you buy baying the 5th floor ya got ocean and intercoastal views! Beautiful! But when we bought , ours was the only one available and it's on the first floor, which is really up 2 floors from the ground, so no flooding issues during a hurricane, with wrap around balcony. Come to find out, I'm good with this one!

Man this really makes less sense the more I dive into it. Here in Hawaii, let’s use Ewa Beach as an example, the houses have an HOA. A reasonable one. This pays for the upkeep of the common grassy areas, plants, flowers, waterfalls etc. The areas are very, very nice. I should post a video of what I am talking about in comparison. The streets are C&C. The fire dept is C&C. These are paid for by your property taxes. So that begs the question what exactly does your taxes pay for if not these things? The infrastructure is paid for by your property tax. Meaning the fire deot and streets are maintained by your property taxes. This would include schools etc. so somewhere, somehow, someone is making out like a bandit. Seriously. The homeowner appears to be taking it twice. Again beside the Bond, CDD....what does your tax pay for if not the streets and fire dept????

Same with Fire dept and other “infrastructure”. In sales I was told we are selling you a lifestyle. So question to self...Hmmm, am I that desperate that I need to pay for a friend structure? Not really. I make friends pretty easily. This “Stepford” seems attractive at first glance. I like the color of the koolaid. But not convinced I want to drink it.

Still in thought. Wonder what percentage of the original bond goes toward building golf courses. Additionally, these villages are steeped in golf. The amenities fees seem to be more about golf than anything else. The golf courses are extremely expensive to operate. New turf, watering, grass cutting, keepers etc. So, if you don’t golf you are supplementing someone else’s lifestyle. I don’t golf BTW. I do love to go to the gym. But wait, I’m told that if I’d like to use the gym equipment I will need to pay a $70+ per month to do it. Shucks that sucks. Let’s see. Golf at around 3/4 the budgeted $165/month is $123. That leaves $41/ for all other amenities. If I go to 24 Jour Fit was the gym membership is a straight up $40/month. So why would I want to chip in the other $123/month for someone else to golf? Seems there should be a column system in place. Your amenity fees should be to opt in or opt out a certain columns. Column A has golf. Column B has gym membership. Etc. I opt into gym but opt out of golf. NOT pay for golf I never use then him pay extra to use the gym. Sorry people if this all comes across as a bit bitcheeee. It’s not meant to be. I’m really a nice person. I’m just a fun of using my critical thinking to ask the tough questions. The place is super cute. The financial structures are a bit weird. You need to listen to the whole video over again. ALL of the things at the Villages create a synergy. You are not paying for just golf. You are paying for the synergy of the whole. YOU CAN NOT SEPARATE things out. take away the golf and you take away the people that are there to play golf. I don't play shuffleboard or cornhole but I like them there. I don't join a bunch of the 3000+ clubs and groups but I like them there. It costs what it costs to make the whole and it has to come from someplace. Figure out if you like the place...figure out if the cost if worth that synergy and if it is...your gold for the rest of your retirement or until you find better. Don't mean that in a mean way but we start running out of years and if the Villages can supply me with some real happy people and a wonderful place to live....I'm good. But with that said I understand what you are saying.

You know you got me thinking about the double-dipping on the taxes. Yes, I agree there os some overlap where the municipalities charge a tax and the taxpayer seems to be charged twice. That does get to me but it's just the way it is.
