So, the question on my exam asked me to balance a reaction for basic conditions: so I need to balance for acidic conditions FIRST before the basic conditions? You used the balance reaction from the acidic reaction, to complete the basic one. Am I missing something? Is there a case where I can't do this?

Way i learned to do is, is that i balance for acid, and then you take the H⁺ + OH⁻ H₂O reaction, and then add it into the reaction cancelling out the H⁺ then you get balanced reaction with hydroxide ions.

Also you can look at what you have in solution. BrO3 - makes the solution more alkaline because it's the conjugate base of a weak acid (Bromic acid).
