Bonjour Maria! ç is called "cédille" and œ is called "diagramme soudé" (digraph in English). But when spelling a word, say "c cédille but say "o e". I hope it helps :)

Technically you can't know, They should give you more information about the subject. It only happens with ER verbs tho since the other ones change when they are plural. Ex : FINIR : Il finit - Ils finissent / ENTENDRE : Il entend - Ils entendent
