The Annunaki didn't create our planets according to the Sumerian writings. The enuma elish explains how our solar system and planet came in to being. I believe the Annunaki found our planet and after a time their advanced spacecrafts and machines gave out completely or perhaps just broke down. The small bags could be representing that they were bringers of agriculture. Basically they are seed bags. That shows a great shift from migrating tribes to building towns and city's and settling down in one area made possible by agriculture. This seems like the most logical answer of what they were.

Yes but you forget that this ancient symbol shows up in stone carvings all over the world from all kinds of different cultures whom knew nothing of eachother. yet the bag consistently shows up. I therefore say it is not merely 'symbolic' as the odds of all the ancient cultures symbolically depicting bringers of agriculture the same way is pretty unlikely. It must have been an actual thing these civilizers actually held. Some higher technology perhaps? We may never know. But for it to show up independently across the globe it must have been an actual object these so called "gods" carried for whatever purpose.

What is crazy is none of the sites where the bags are presented have yielded any such artifact. To me this means they had deemed valued and important to users and they took them with it passed them on to others. What would you keep in your hand? Coms, weapon, food, daily need items?
