In the first book of the series - 2033, and the game, there are multiple mentions about radio connections with other small communes of survivors all over the Russia. It is just that later Glukhovsky turned into a hardcore Russian oppositioner and his book of Metro 2035 became less of an actual Metro book and more of a personal author political manifest.

The radio signals Artyom hears are the only example of sequel bait and even then he pretends it didn't happen for a whole game but otherwise it seems like every ending has "finality" to it only for them to retcon it. Like the ending in the second game where it shows Anna with Artyom's kid still in the Metro.

It's funny because after seeing this, I play the Developer's Pack on Last Light Redux. Activated the "undead" targets at the shooting range. And I shit you not, one of them dodged some of my head shots EXACTLY as that "Neo" Paladin did to his (Duck and weaving like it saw where my shots were going, and was dodging exactly. I think alot of data for the A.I from Last Light was used for the enemies in Exodus, so it's no surprise).
