Jolda is the joint 3rd highest level NPC in Tel Mora and the highest level non-Telvanni at level 14. However, considering Draltha is level 31 and had hundreds, if not thousands of years more experience than Jolda, I don't think she's going to be taking the tower anytime soon. Even if Draltha got the Blight, she's a Telvanni Councilor. I don't think 'Jolda: Apothecary' is her only option.
