She can get the insurance without approval of the trustee's her problem is with the investigation of theft going on, no insurance company wants to insure them. Until she's gone they probably won't be able to get a policy and if they do it will be expensive. Bills not being paid are because the board doesn't trust who they are paying nor have the information to make a good decision.
