Picard is likely one of the only beings in the entire universe of Star Trek to have drawn something on a warp core breach explosion cloud. Definitely something he can brag and joke about.

When I was barely a toddler, my Dad used to watch Next Generation, and I with him. In my mind, I always had the impression that Picard was a no-nonsense type who NEVER smiled or laughed. 10 years later, my Dad tunes into this episode, and for the first time, I see Picard chuckling and making a smiley face. You can imagine how surprising (and maybe unsettling) this was, like watching Batman laugh.

Personally I think the scene near the end of Parallels was scarier where the Alternate Enterprise #1 managed to hail Alternate Enterprise #2 in which the Second one was from a universe where the Federation was gone and the Borg is everywhere in the universe they came from. Really scary considering that the prime universe (which the show usually follows) nearly met that same fate.

The scene that frightened me was when Picard suffered a shock of some kind and his finger nails grew unusally long (due to the accelerated passage of time). Very creepy episode.

This was the last time I cried out of sheer terror. I was 11 years old and completely lost it for about an hour watching this episode. There is something just so perfectly off about this scene, and the :) in the warp breach just puts it over the top. One of my favorite scenes in TNG...ever. Only thing I have to wonder, is how Picard's finger didn't get burned off or at least boiled to the bone when he drew the smiley face? Maybe because time is slowed down the radiation burns slower? And this event is why they invented jettisonable warp cores.
