To your TIE Defender not criting - it seems the Punishing Ones unique applies to reinforcements. (le edit: I know TIE Defender is not TIE Figther, but I think this means a class of ships rather than one model) At the start of battle, if Punishing One is deployed and all allies are Bounty Hunters (excluding the Capital Ship): - Enemy Imperial TIE Fighter ships lose 200% Critical Chance and Evasion for the rest of the encounter

I use padme mace and snips to fight Kelleren Beq. Even in Kyber 2, Padme is still a very strong offensive lead. She really held up to the test of time.
