One of the reason for the "anime/manga " style of the TV show, is that it was french-canadian made, and anime had been popular in france since at least the 80's. So a lot of french authors, producers and cartoonist drew influence from the manga genre. Another exemple of that would be Wakfu or oban star racer

Surprisingly, not that much of that in this movie. To the movie's/show's defense, you don't pick up on stuff like that as a kid, only MUCH later into teenagehood. I know because me as my watched this show A LOT for many years and many many reruns ever since we were children. And heck, maybe it wasn't even the show's creators intention (though probably unlikely) to give it that fetish vibe, but when you constantly have to come up with dozens upon dozens of unique parodies to James Bond like capture devices, while also giving them a Beverly Hills spin to it, eventually that's just gonna look like.

I'm pretty sure anyone from Europe will be able to take one look at this show and go "yup, that's early 2000s French Television alright". French Animation just has this look to it, even if the actual art style is entirely different (like Code Lyoko). Once you recognise the writing and movement styles of French animation, coupled with their Japanese influences, you can recognise it a mile away. Oban Star Racers is another example of a French show.
