Record labels are the real stick-up guys. They've done all the analytics, crunched their numbers and know the average lifespan of each of these kids or their careers. So, they'll sign them, exploit their talent, give them money knowing it will lead them further down the wrong path only to have the record label reap all the benefits once these kids get locked up or pass away. There has to be a way somehow for these kids to have full rights to their music and anything else they produce so no matter what happens at least their families get all the benefits. Policing in NY was transformed during Mayor Giuliani's term of office, 1994-2001. He successfully took on the Mafia, cleaned up the streets, increased police numbers, instituted many controversial policies such as 'stop & search' & 'zero tolerance'. It made him immensely popular with ordinary working people who wanted safe streets free of pimps, gangs, dealers. He only left office because of cancer. 'White Flight' actually began to reverse as NY became a safe place to live. Big business, including Trump, invested heavily in the City centre.

I gotta point out the comedy in you showing Co-Op City at 0:36, this is the complete opposite of Sedgwick Ave in the South Bronx where hip hop was born and wasn’t even fully constructed until late 1973

The first rapper to be charged for what was in his lyrics would be C-Bo from Sacramento Ca. Him & Brotha Lynch. Cbo in the 90s rapped about a home invasion & leaving blood on the carpet & Sac PD arrested him. In one of his other tracks he begins the song with the real police communication from ground to helicopter chasing him. You should look into them.
