Did the home and business owners give their consent to having homeless folks take over the streets? Portland needs to find a more humane approach to helping the homeless. Today they are spending a lot, but the problem keeps getting worse. Maybe you need to raise the already high taxes considerably and create supportive housing for everybody who needs it, along with all the services they need. Give that effort as much money as it needs. But keep track honestly, and if that doesn't work, come up with a plan B rather than just doubling down on a failed strategy. I am hoping it WILL work, but I'm far from certain. Compassion rather than condemnation is a wonderful value, but if policies based on a given concept of how best to be compassionate are actually making the problem worse, one needs to face that reality and adjust course. Not towards being uncompassionate, but towards mixing reality and compassion and having boundaries where they are needed. It does not look like Portland has found the right balance. And no, not every city looks like that. Travel more if you think Portland is the new normal for the whole country.
