Can you add sugar to milk for increased lather? Do you also recommend gel phase for milk soap?

Yes you may add Sugar - I would mix it with water first and add after dissolving the lye or perhaps at trace. Also, DO NOT force gel phase with Milk Soaps, it'll lead to separation due to overheating.
