13:05 Blame the regulations, lol. There are laws in place about the volume of liquid they give you matching what's advertisted. That's why the glasses typically also have a 1oz or 1pint measureing line, so you know you're not being short-changed. Adding ice would be a common method to get around that, so it's typically banned. If you want ice you have to ask for it separately.
